Paving our Electronic Dirt Roads:  A Call to Action (PDF file) by Miles Fidelman from New Rules magazine discusses community strategies for improving access to broadband services.   

Rural Telecommunications:  Why Your Community Isn’t Connected and What You Can Do About it by Thomas Rowley explores community strategies.   

Blacksburg Electronic Village Digital Library contains an interesting collection of articles and reports.   

Getting Online: A Guide to the Internet for Small Town Leaders, produced by the National Center for Small Communities, is a useful resource. Chapter 5:  Attracting High-Speed Telecommunications Services includes several examples of communities which have secured high speed telecommunications services. 

Bringing the Internet to the Masses by Andy Oram from Webreview.com highlights three successful efforts to accelerate the deployment of affordable broadband services through aggregation of demand.  

Deployment of Advanced Telecommunications Capability: Second Report (PDF file), report from the FCC, includes case studies of four communities, including two Midwestern towns: Miller, South Dakota and Muscatine, Iowa. The report also identifies a number of best practices, including demand aggregation, anchor tenancy, and strategic planning.
