AET’S EMERGENCY RESPONSE NETWORK PROPOSAL
Dr. Vrbicky, AET (American Educational Telecommunications)
Don LaPoint, Executive Vice President/COO, AET

Dr. Vrbicky and Mr. LaPoint met with the Lieutenant Governor regarding a proposed public health emergency preparedness and response network. The Lieutenant Governor requested that the Technical Panel receive the information for a technical review of the system.

Some of the discussions items, questions and/or comments included the following:

  • Vision for Nebraska’s health alert system. Currently the University of Nebraska Medical Center is implementing Phase I, using faxes to get word out as quickly as possible. Phase II will involve data collection. AET has met with UNMC and the Peter Kewitt Institute.
  • Connectivity versus a private network. The last mile is too expensive for end users. AET’s goal is to connect through the Internet via a content engine and router. This may cost up to a $9000 one-time cost.
  • AET will be giving this presentation to the Nebraska State Patrol.
  • Proposal costs. The proposal costs include the software, rights, ability for equipment upgrade, maintenance and support, interconnections between equipment, upgrades aspects, and management (24/7). Pricing costs are based on the existing Nebraska infrastructure and telehealth costs.
  • Would be beneficial to conduct a pilot project that would include telehealth, homeland security, education and emergency entities.
