CALL TO ORDER

Yvonne Norton-Leung, Chair of the Information Resources Cabinet, called the meeting to order at 1:30 p.m. Roll call was taken. A quorum (twelve of sixteen members) was present to conduct business.

BRIEFINGS AND PUBLIC COMMENT

Update on IT Training - Steve Schock, DAS-Personnel

Testing took place in Scottsbluff, North Platte, Grand Island, Lincoln, Omaha and Norfolk. A total of 848 staff were tested. Twenty-seven percent (27%) met the admissions requirements for the Southeast Community College program. There are currently fifteen staff enrolled in the first class - nine men and six women - eight from Health & Human Services, 2 from Department of Roads, 2 from Environmental Quality, 1 from Department of Administrative Services, 1 from the Department of Labor and 1 from the Historical Society. Candidate selection was based on scores, agency participation, and ability to have their work duties covered while in the program. The pool resulted in candidates from a wide variety of experiences and skills. Mr. Schock reported that the students are very excited about the class and are having fun learning. The cost of the class is $6995. The second class will begin in May. There is strong interest to have a class conducted in Western Nebraska. This need will be explored further. Other options such as internet classes, the Computer Basic Training course, and long distance education are being explored for staff who are interested.

Ms. Norton-Leung suggested setting up a tracking system to determine what happened to those candidates who did not get into the class, what other option for IT training did they pursue, etc. It was suggested that the IRC have a regular report on the status of IT training.

Lt. Governor Robak, NITC Chair:

Lt. Governor Robak thanked the IRC members for their work over the past couple of years. Especially commended by the Lt. Governor was the responsiveness and cooperation of the IMServices and Steve Henderson for his work with Y2K. Ms. Norton-Leung was also thanked for her leadership role in the IRC. Members gave the Lt. Governor their personal thanks for the work and political leadership she provided.

ACTION ITEMS

Response Letter for information on Y2K - Steve Henderson:

The response letter would be used to reply to suppliers, vendors and business oriented inquiries. A different letter would need to be drafted for private citizens. It was recommended by Mr. Schafer to have the Attorney General review and approve the letter before implementation. Mr. Harvey moved and it was seconded by Mr. Williamson to adopt the response letter to requests for information on Y2K.

Appointment members to a Joint Subcommittee to develop a Statewide Technology Plan:

At the November NITC meeting, the commissioners voted to form a joint committee to assist in the development of the Statewide Technology Plan. The council would be comprised of four members from each of the councils: Education, Community and Government. Mr. Schafer moved and it was seconded by Mr. Conroy to have a representative from each of the following agencies serve on the joint committee: HHS, IMS, DOC and the Crime Commission.

Ms. Norton-Leung will send a letter to agency heads requesting that someone be assigned to serve on the joint committee within the next month.

Appoint members to a subcommittee to draft a Charge for the IRC:

Mr. Schafer, acting Chief Information Officer, presented the idea of developing a charge for the IRC. It would be beneficial to the cabinet, as well as the new administration, to have this in a written format. This document would be approved by the NITC. It was moved by Mr. Conroy and seconded by Mr. Ogden to set-up a subcommittee to draft the Charge of the IRC.

Ms. Norton-Leung asked Lynn Heaton and Scott Danigole to serve on the subcommittee. Other agencies that expressed an interest were Department of Roads, Health & Human Services, and Natural Resources Commission. Mr. Schafer will chair and organize the subcommittee.

REGULAR REPORTS AND DISCUSSION

Y2K Update - Steve Henderson:

Mr. Henderson reported that the "to-do" list is getting shorter. His expected date for completion is now January 11, 1999. No budget figures were available. The next NASIRE conference call meeting is scheduled for January 6th. Mr. Henderson invited any of the members to participate if they are interested.

Discussion on State Y2K Work Group - Steve Schafer:

Mr. Schafer distributed a Draft of the Strategic Plan for Year 2000 and asked the IRC members for recommendations and/or suggestions to the document. A "Year 2000 Issues" document was also distributed to members to review at their convenience. The focus thus far has been mainframe but realizes that state government needs to be interested in the bigger picture - local government, business and private sectors. It is becoming more and more a management issue.

Mr. Erickson reported that the DAS will have an enhanced website on Y2K. Ms. Norton-Leung would like to see this linked to the IRC, NITC, and CIO webpage. Mr. Becker will get an e-mail message to IRC members when the website is done.

Digital Signature & State Records Board:

No report. Ms. Norton-Leung did inform the members that the Rules and Regulations for digital signature were at the Attorney General office.

E-mail:

Ms. Norton-Leung wanted members to be aware of the memo to staff by Doug Hahn regarding e-mail coordination services for four Nebraska State Government standard e-mail platforms. For more information, staff can visit the IMServices web page and choose the "E-mail Services" option.

Individual Agency Reports:

Dayle Williamson reported that several of the Natural Resource Districts have formed Computer Technology Working Groups. They've done some local area networking. NRC has had some difficulty with their server being used to dump e-mail messages. Their technical manager is working on the problem. Mr. Williamson asked what other agencies are doing to connect to e-mail services while out of the office traveling on business. Options were discussed and it was felt that this would be a worthwhile future agenda item.

OTHER BUSINESS

Ms. Norton-Leung wanted members to be attentive to upcoming legislation.

NEXT MEETING DATE

Ms. Norton-Leung recommended that the cabinet wait until the new administration is in place before scheduling next month's meeting. All were in favor. Meeting was adjourned at 3:15 p.m.
