CALL TO ORDER, ROLL CALL AND NOTICE OF POSTING

Mr. Schafer called the meeting to order at 1:35 p.m.Roll call was taken.There were 8 voting members present at time of roll call.A quorum was not present to conduct official business.It was stated that the meeting notice posted to the NITC and the Nebraska Public Meeting Calendar Websites on May 26, 2004 and that the meeting agenda posted to the NITC Website on July 2, 2004. The meeting continued with informational items.

STANDARDS AND GUIDELINES-RECOMMENDATION TO THE TECHNICAL PANEL

Lotus Notes Standards for State Government (PDF 131k).

Members were asked to provide input and comments. The Steering Committee developed the proposed standard. The recommended standard will go to the Technical Panel for review and for the 30-day public comment period.

Lotus Notes Guidelines for State Government (PDF 117k).

The proposed guidelines are for Internet Addresses and Similar Names. The preferred naming convention is FirstName.LastName@xxx.ne.gov. Other naming conventions will be accepted. The recommended guideline will go to the Technical Panel for review and for the 30-day public comment period.

Web Based Authentication Standard for State Government Agencies, Tom Conroy.

The state will standardize on a secure methodology in which individual users will be required to authenticate against the Nebraska Directory Services to access all state web applications requiring authentication and authorization. Mr. Conroy commended the efforts of the work group that consisted of 54 staff from 27 different agencies. Standard was developed utilizing the Governors E-government goals and the NITC’s Security Policies. Benefits of the Nebraska Directory Services include: 1) streamlined administration; 2) single user repository; 3) secure API for development; 4) opportunities for enhanced auditing; 5) enhanced security; and 6) role-based authorization. Members were asked to provide input and comments to Steve Hartman by September 30th. Mr. Conroy entertained questions. It was suggested that an informational meeting with agencies be held to answer questions and get input. An informational meeting will be held on the September 27th.

UPDATE – Webmasters

For the past six months, the Webmasters Work Group has been working on the following issues: translation services for websites; the online forms initiatives; records retention for websites (required and format); and the development of standards and/or guidelines to present to the NITC regarding branding graphics and footer requirements.

PROJECT PROPOSALS FY2005-2007 BIENNIAL BUDGET

The timeline (PDF 50k) was reviewed and the list of submitted proposals as of 9/15/04 was distributed to members.

NITC STRATEGIC INITIATIVES

The following paragraph was taken from an except of the Statewide Technology Plan (PDF 94k). “The purpose of the Statewide Technology Plan is to set forth the vision and goals for the use of information technology in Nebraska, with a set of action items that will guide the work of the NITC and its councils. The NITC has identified eight strategic initiatives which address the NITC’s goals of supporting the development of a robust telecommunications infrastructure; supporting community and economic development; and promoting the efficient delivery of government and educational services. The eight strategic initiatives identified by the NITC: Nebraska Telehealth Network, Network Nebraska, Statewide Synchronous Video Network, Community IT Planning and Development, Nebraska eLearning Initiative, Enterprise Architecture, E-Government, and Security and Business Resumption.

The State Government Council has a major role in the Draft Strategic Plans for Enterprise Architecture (PDF 107k), E-government (PDF 412k), and Security and Business Resumption (PDF 119k). Mr. Schafer requested that members review the documents and provide feedback, comments, suggestions, changes or recommendations. Of vital importance are the Governance and Planning and the Compliance Sections of the Nebraska Enterprise Architecture For State Government Draft (PDF 328k). Mr. Conroy offered his assistance, as well. This will be an Action Item for the October meeting. The NITC will be taking action on the Strategic Initiatives at the November 10th meeting.

UPDATES

Security Work Group, Steve Schafer. The Work Group met yesterday to revisit reporting procedures and discuss how to improve this for agencies. There will be another meeting in approximately six weeks. Also discussed at the meeting was the RFP for the security audit to be conducted next spring.

Email Work Group, Rick Becker. Currently, the Basic E-mail system is in a testing environment. The following pilot agencies were identified to go online for basic email: Agriculture, Chief Information Officer, and the Courts.

Enterprise Licensing, Tom Conroy. IBM is charging agencies different costs for hardware licensing. IMServices will be working with Purchasing regarding enterprise software licensing.

Online Business Registration Project, Rod Armstrong. The work group has met twice since the last meeting. Agencies have been very cooperative. A flow chart is being developed of timelines to get project done.

AGENCY REPORTS

Department of Education, Bob Beecham. The agency is negotiating a contract to develop a statewide database of students. Each student will be assigned one ID number. The number will be used to identify them throughout Nebraska’s school systems.

Department of Corrections, George Wells. An RFP will soon be released, to develop an electronic comprehensive health records system for inmates. Since the VM system will no longer be supported by IMServices after June 30, 2005, the agency is currently partnering with IMS to analyze the amount of data that is on the VM system as well as how to handle the transfer of data from VM to another system that will meet the agency’s needs. The goal is to be done with the analysis by end of this calendar year.

IMServices, Tom Conroy. IMServices and DOC conducted a review of their services and how they can be more effective for customers. Agencies have received information regarding these changes.

NEXT MEETING AND ADJOURNMENT

The next meeting of the NITC State Government Council will be held Thursday, October 12, 2004, 1:30 p.m. The location will be announced at a later time.

Mr. Schafer adjourned the meeting at 3:12 p.m.
