CALL TO ORDER, ROLL CALL AND NOTICE OF POSTING

Mr. Schafer called the meeting to order at 1:31 p.m.Roll call was taken.There were 17 voting members present at time of roll call.A quorum was present to conduct official business.It was stated that the meeting notice posted to the NITC and the Nebraska Public Meeting Calendar Websites on May 26, 2004 and that the meeting agenda posted to the NITC Website on July 2, 2004.

Mr. Cariotto arrived at 1:35 p.m.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF MAY MINUTES

Mr. Flanagan moved to approve the May 13, 2004 minutes as presented. Mr. Beecham seconded the motion. All were in favor. The motion was carried by unanimous voice vote.

Approximately one year ago, the business portal was launched. The business forms inventory was a major project. There are 1,200 separate forms that are listed in the inventory. NOL is currently updating the forms inventory and considering a uniform naming convention so that forms are easier for the public to search. Communication will be sent out to agencies to provide updated information, feedback and input. The CIO’s office held a meeting with key agencies, such as the Department of Revenue, Department of Labor, and the Secretary of State, to discuss Nebraska’s Online Business Registration initiative. Although there is interest in participating, the group consensus is that we need to proceed gradually. The next meeting of this group is scheduled for July 29th. Mr. Beecham asked about private schools and if they would fit in the category of a business. Mr. Schafer will send Mr. Beecham more information on business online registration for the Department of Education to review. Mr. Cecrle commented that Worker’s Compensation needs information on new businesses. Mr. Schafer will include Worker’s Compensation to the email list to access minutes.

NEBRASKA DIRECTORY OF SERVICES DEMONSTRATION

Over a year ago, the State Government Council established a work group to discuss authentication and single sign-on. Mr. Hartman demonstrated progress on the html portal. The name of the url (my.ne.gov) will be changing. The web site is fully ADA compliant and is in production. Some of the features highlighted included:

  • An email icon that does display individual’s address.
  • Links include forms and NOL, Login to the State Home Page.
  • Portal will allocate pages and roles per staff member’s authorization (portal pages, agency pages, and personal pages) and provide direct links.
  • Communities can be organized (similar to team rooms or work groups in Lotus Notes).
  • Due to NIS, new employees automatically have access. When employees leave or are terminated, their sign on is automatically ended.

Agencies will be given a demonstration of the portal. Mr. Hartman entertained questions.

Mr. Falconer left at 1:47 p.m. Mr. Wells was present for the remainder of the meeting.

GOVERNMENT TECHNOLOGY COLLABORATION FUND - SECURITY ASSESSMENT GRANT

The Government Technology Collaboration Fund was created in 1998 out of general funds. Currently, the funding comes from the ITIF (Information Technology Infrastructure Fund) through cigarette tax monies. Due to the low revenues, there has not been a competitive funding cycle. Some monies remain so a small project could be funded. Mr. Schafer proposed to use the existing funds to do another security assessment in 2005. The Security Work Group will determine the final scope of the grant. The amount of the grant is an estimate and would be based on funding that is available.

Mr. Oligmueller moved to recommend approval of the Security Assessment grant (PDF 178k) to the NITC up to $75,000, and to encourage maximization of matching funds. Mr. Harvey seconded the motion. Roll call vote: Beecham-Yes, Burling-Yes, Conroy-Yes, Ogden-Yes, Overton-Yes, McGee-Yes, Howard-Yes, Gettemy-Yes, Wells-Yes, Flanagan-Yes, Bansal-Yes, Harvey-Yes, McClurg-Yes, Cecrle-Yes, Oligmueller-Yes, Schafer-Abstained, Cariotto-Yes, and Wagner-Yes. Results: Yes-17, Abstained-1, No-0. Motion was carried by majority vote.

PROJECT PROPOSAL FORM FOR FY2005-07 BUDGET REQUESTS (PRIOR VERSION OF FORM) (PDF 250k)

Council members made no recommendations for changes.

UPDATES

Email Work Group, Tom Conroy. The NITC approved two systems as an email standard for state government – Lotus Notes and a basic email system. A rate for basic email of $2/month has been built into the IMS allocation plan. An upgrade is coming within the next two weeks for basic email so implementation will wait until then. Implementation will start first with the pop mail environment. The Office of the CIO will follow-up with DNR regarding their system and integration.

Juvenile Data Sharing, Overton. RFP between Criminal Justice and SGC was released – 11 received, TMCP management firm selected (worked on CJIS strategic plan). The steering committee will meet in two weeks; hope to have project completed by end of this year. Many agencies will be involved: Justice, Crime Commission, HHSS, NDE, etc.

Lotus Notes Collaboration Work Group. Mr. Keller was not available to report.

Security Work Group, Steve Schafer. The work group will be meeting in early August. Agenda items include a presentation from DAS and HHSS on their security efforts, discussion of the gap analysis relating to NITC security and business continuity initiative, and discussion on the scope for the Security Assessment Grant. Risk Management has hired Tetra Tech to assist with the development of the Business Continuity Plan.

Enterprise Architecture, Steve Schafer. Once the work group receives Nebraska’s assessment from NASCIO, it will develop an initial draft document of steps to follow.

Egovernment Strategic Plan, Steve Schafer. The NITC has approved this as one of their strategic initiatives. The council agreed to discuss this further at the August meeting.

Webmasters Group. No one was available to report. They have been established as a State Government Council Work Group. It was recommended to have someone from the group provide an update on a regular basis.

AGENCY REPORTS

Budget Office, Gerry Olligmueller. The budget instructions have been posted on the website and the written instructions were sent out to agencies last week. There are some I.T. screens that will need to be completed. These will be used by the Office of the CIO.

OTHER BUSINESS

There was no other business.

NEXT MEETING DATE AND TIME AND MEETING ADJOURNMENT

The next meeting of the State Government Council will be a working session to be held on Thursday, August 12th, 1:30 p.m. The location will be determined at a later time.

With no further business, Mr. Schafer adjourned the meeting at 3:10 p.m.
