ROLL CALL AND MEETING NOTICE

The meeting was called to order at 1:35 p.m. by the Chair, Steve Schafer. Roll call was taken. There were twelve members present at the time of roll call. A quorum existed to conduct official business. Mr. Schafer stated that the meeting notice and agency were posted to the NITC and Public Meeting Calendar Web sites on April 5, 2001.

PUBLIC COMMENT

There was no public comment.

Mr. Beecham and Mr. Shanahan arrived at 1:35 p.m.

APPROVAL OF MARCH 8, 2001 MINUTES

Mr. Ogden moved to approve the minutes as presented. Mr. Flanagan seconded the motion. All were in favor. Motion was carried by voice vote.

NIS UPDATE:

Mr. Conroy provided a brief history on the project. Bidder evaluations have been completed. There were 152 individuals who participated in the scripted demonstrations. Evaluation scores are being tabulated. J.D. Edwards is ahead in scoring. There are five phases to the project. The 1st phase will start in July and the 5th phase is scheduled for completion by January 2003.

Mr. Steele arrived at 1:42 p.m.

GOVERNMENT TECHNOLOGY COLLABORATION FUND (2000) UPDATE - INTERNET LICENSING GRANT - PHASE II PROPOSAL (PDF 65k)

At the February meeting, results of Phase I were shared. At the March 8th meeting, the project provided a report which included a recommendation to utilize a product that HHS is using. At that time, the Council directed the project to conduct further research on the product and concept and report back to the council. It was suggested to that the Lotus Notes Collaboration Work Group be involved with this project, especially in regards to the PDF product. Members discussed the proposal.

Mr. Dey moved to continue with Phase II as proposed. Mr. Ogden seconded the motion. Roll call vote: Ogden-Yes, McGee-Yes, Flanagan-Yes, Henderson-Yes, Hoffman-Yes, Conroy-Yes, Cecrle-Yes, Dey-Yes, Wilcox-Yes, Steele-Yes, Schafer-Yes, Starr-Yes, and Wagner-Yes. Motion was carried.

Members discussed the proposed changes.

Due to time, the Council tabled this agenda item until next meeting.

UPDATE-SECURITY ARCHITECTURE WORK GROUP

Mr. Schafer reported that correspondence has been sent to agency heads and directors regarding the security policies. Mr. Schafer is collaborating with IMServices to bring in a specialist to assist with the process for security procedures and to develop templates (an electronic process that can be modified).

UPDATE-E-GOVERNMENT ARCHITECTURE WORK GROUP

Mr. Schafer stated that the Draft E-Government Architecture (PDF 92k) is done and is posted on the NITC web site. He would like feedback and comments.

UPDATE-GOVERNOR'S E-GOVERNMENT TO BUSINESS INITIATIVE

Mr. Becker reported that the inventory of forms has totaled 1140 so far. The next step is to see if forms are searchable. Mr. Armstrong reported that the search engine is done and can be searched by title, etc. A home page for the portal has been developed and it is anticipated that a prototype will be available next month for demonstration. The forms inventory URL is www.nitc.state.ne.us/inventory. Part of the business portal plan is to have as many forms as possible online.

UPDATE-DIRECTORY SERVICES WORK GROUP

Mr. Becker reported that the Work Group has met twice. A top level domain is required for an MS Active directory to work. Two issues are being addressed: 1) strategies towards having a top level domain established and working with agencies who have done this already; and, 2) development of an enterprise directory.

UPDATE – LOTUS NOTES
Kevin Keller, IMServices

Mr. Keller distributed reviewed a written report on Collaboration Work Request/Help Desk dated April 12, 2001. It was suggested to expand the group to include other agencies doing call tracking, Charts-SDU, and possibly the Treasurers Office. Mr. Flanagan recommended Service Center Paragrin as another product to research and offered to provide a contact within his organization. The Work Group is currently completing a white paper and finishing up on the initial software demonstrations and is hoping to have an RFP ready for release within the next couple of months. The administrators are drafting a charter for the work group and will be submitted to the Office of the CIO/NITC.

UPDATE – IT FAIR

A draft poster was distributed for the I.T. Fair to be held on May 15th at the Cornhusker Hotel. When approved, it will be sent to agency heads and will be posted on the NITC web site.

AGENCY REPORTS

Brief agency reports were given by the Department of Roads and Workers Compensation Court members.

OTHER BUSINESS

Mr. Steele asked if there was an enterprise project for order fulfillment. It was suggested that he check with Tom Conroy.

Mr. Beecham asked if any other agencies translated their web sites into other languages. Mr. Steele had Spanish interpreters that may be of assistance and Mr. Armstrong had acquired translation software.

NEXT MEETING DATE, TIME AND LOCATION AND ADJOURNMENT

The next meeting of the State Government Council will be held on Thursday, May 10, 2001 at 1:30 p.m. in the State Office Building.

Mr. Schafer adjourned the meeting at 3:29 p.m.
